We, the family of Ar-Rayah Newspaper, extend our warmest congratulations to the entire Islamic Ummah on the occasion of the arrival of the new Hijri year 1448 AH. We ask Allah, the Most Blessed and Exalted, to grant it His victory and establish it firmly on the earth. While reminding the Ummah of the condition to which it has been reduced to, through the concerted hostility and attacks of its enemies, we call upon it to strengthen its resolve and strive with us for the establishment of the Second Khilafah Rashidah (Rightly Guided Caliphate) on the Method of Prophethood. We believe that it is this institution that will restore the Ummah to its former status as the Best Ummah brought forth for mankind and enable it to put an end to the influence of the disbelieving, colonialist Western states in its lands.

O Armies of the Muslims, You Are Accountable

O officers and soldiers in the armies of the Muslims: Why do you remain indifferent to the suffering of your people? Why, when it is said to you, “Go forth in the path of Allah (swt),” do you cling heavily to the earth? Why, when it is said to you, “Rise to liberate the Blessed Land of Palestine,” do you cover yourselves with your garments and turn away? When will you stop treating the blood of our martyrs as mere statistics, and begin to feel the weight of the trust that rests upon your shoulders?

By Allah (swt), you are indeed accountable, and every drop of blood will be a claimant against you on a tremendous Day, when hearts will be overwhelmed with fear and eyes will stare in horror. On that Day, neither ruler nor official will avail you in the least. Instead, you will die, and the angels will take charge of you, saying,

[وَلَقَدْ جِئْتُمُونَا فُرَادَىٰ كَمَا خَلَقْنَاكُمْ أَوَّلَ مَرَّةٍ وَتَرَكْتُم مَّا خَوَّلْنَاكُمْ وَرَاءَ ظُهُورِكُمْ وَمَا نَرَىٰ مَعَكُمْ شُفَعَاءَكُمُ الَّذِينَ زَعَمْتُمْ أَنَّهُمْ فِيكُمْ شُرَكَاءُ ۖ لَقَد تَّقَطَّعَ بَيْنَكُمْ وَضَلَّ عَنكُم مَّا كُنتُمْ تَزْعُمُونَ]

“Today you have come back to Us all alone as We created you the first time—leaving behind everything We have provided you with. We do not see your intercessors with you—those you claimed were Allah’s partners in worship. All your ties have been broken and all your claims have let you down” [TMQ Surah Al-An'am 94].

So come forth toward the honor and glory of this world and the Hereafter, and remember the words of Allah (swt) Who said,

[يَا أَيُّهَا الَّذِينَ آمَنُوا مَا لَكُمْ إِذَا قِيلَ لَكُمُ انفِرُوا فِي سَبِيلِ اللَّهِ اثَّاقَلْتُمْ إِلَى الْأَرْضِ أَرَضِيتُم بِالْحَيَاةِ الدُّنْيَا مِنَ الْآخِرَةِ فَمَا مَتَاعُ الْحَيَاةِ الدُّنْيَا فِي الْآخِرَةِ إِلَّا قَلِيلٌ * إِلَّا تَنفِرُوا يُعَذِّبْكُمْ عَذَاباً أَلِيماً وَيَسْتَبْدِلْ قَوْماً غَيْرَكُمْ وَلَا تَضُرُّوهُ شَيْئاً وَاللَّهُ عَلَىٰ كُلِّ شَيْءٍ قَدِيرٌ]

“O believers! What is the matter with you that when you are asked to march forth in the cause of Allah, you cling firmly to your land? Do you prefer the life of this world over the Hereafter? The enjoyment of this worldly life is insignificant compared to that of the Hereafter * If you do not march forth, He will afflict you with a painful torment and replace you with other people. You are not harming Him in the least. And Allah is Most Capable of everything” [TMQ Surah At-Tawbah 38–39].

Information and Communications Technology in the Khilafah (Caliphate) State

This sector of Information and Communications Technology (ICT) was originally established, nurtured, and developed by the disbelieving West. Its foundations, structures, and principles were built upon the Western worldview and its perspective on life. The West turned it into one of its colonialist tools for plundering wealth, extending influence, manipulating minds, creating loyal agents, corrupting various aspects of life, and imposing its own lifestyle, behavioral norms, and moral values. As a result, its impact has often proven more penetrating than that of military weapons and, in many respects, more destructive.

Given the Khilafah (Caliphate) State’s need for this sector in all its branches which have become deeply embedded in nearly every aspect of life, it is essential to establish a comprehensive public policy derived from the Islamic Aqeedah and to rebuild this sector from its very foundations so that it is based upon Islam’s viewpoint concerning life. This is precisely what Hizb ut Tahrir has undertaken through the efforts of a distinguished group of its members, recently publishing a comprehensive work entitled “The Information and Communications Technology Department in the Rightly Guided Khilafah (Caliphate) State.”

This is an important department with a direct impact on the functioning of the state and its relations, while also maintaining close ties with other state departments, particularly the Department of War, the Department of Industry, the Department of Internal Security, and the Department of Foreign Affairs.

For this reason, it is incumbent upon those who use these technologies in general and upon the carriers of the Islamic da’wah and future statesmen in particular, who are preparing to welcome the forthcoming civilizational project represented, by Allah’s permission, in the Khilafah Rashidah (Rightly Guided Caliphate) State to hasten to read, understand, and promote awareness of this work and the rulings related to this field among the people. This will facilitate, in practical terms, the achievement of digital sovereignty as one of the pillars of national security and enable us to free ourselves from every form of technological dependence imposed by the colonialist disbelieving powers.

In doing so, we would gain control over information and its sources, its fields of use, software and its applications, technology and its utilization, electronics and their materials, minerals and supply chains, and even satellites and their orbital systems. These would no longer remain monopolized by a detestable capitalist order that subjugates people and treats them merely as numbers in the equations of material profit. Instead, we seek to ensure that technology restores to humanity its dignity and human worth, for we are the bearers of a Risaalah message entrusted, by the permission of Allah (swt), with the future of mankind.

Allah (swt) says,

[وَمَا أَرْسَلْنَاكَ إِلا رَحْمَةً لِلْعَالَمِينَ]

“We have sent you O Prophet only as a mercy for the whole world” [TMQ Surah Al-Anbiya 107].

To the Great Shariah Obligation and the Lofty Honor, Hizb ut Tahrir Calls You

O Muslims, O sons and daughters of the best Ummah brought forth for mankind: the situation has reached a critical point, and corruption has become manifest on land and at sea. You have come to live a life of hardship and distress, all because of your turning away from the Shariah Law of Allah (swt), the absence of your authority, and the fragmentation of your state. As a result, your enemy has gained power over you, subjecting you to grievous suffering through killing, displacement, and the violation of your sanctities.

It is therefore incumbent upon the sons and daughters of an Ummah whose forefathers once led the world and offered martyrs in order to spread light and guidance to humanity, to return to their Deen and to the source of their honor by working earnestly for the establishment of the Khilafah Rashidah (Rightly Guided Caliphate) on the Method of the Prophethood, a state of dignity and independence, of light and guidance so that they may prove themselves worthy successors to a noble generation.

For this great Shariah obligation and lofty honor, Hizb ut Tahrir calls upon you. Be among the Ansar of Allah (swt), just as the Companions (ra) of the Messenger of Allah (saw) were. They embraced Islam with their hearts and their actions, setting the highest example in giving, sacrifice, dedication, and selflessness. By doing so, you may attain happiness in both this world and the Hereafter, and a pleasure from Allah (swt) that is greater than all else.

Allah (swt) says,

[يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا للهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ وَاعْلَمُوا أَنَّ اللهَ يَحُولُ بَيْنَ الْمَرْءِ وَقَلْبِهِ وَأَنَّهُ إِلَيْهِ تُحْشَرُونَ]

“O believers! Respond to Allah and His Messenger when he calls you to that which gives you life. And know that Allah stands between a person and their heart, and that to Him you will all be gathered” [TMQ Surah Al-Anfal 24].

The Solution to the Suffering of the People of Iraq Will Not Emerge from Its Existing System

O Muslims in Iraq: It is truly saddening that a country such as Iraq with its abundant natural resources, fertile land, fresh water, and capable human resources should find itself in a state of financial incapacity, economic decline, widespread poverty, and unemployment. All of this is the result of the corrupt system imposed upon it and the thieves who safeguard that system, whose only concern is devising schemes to plunder the wealth and efforts of the people, while securing their own interests and the interests of the states to which they are subordinate.

Surely, no rational person can imagine that any solution to these sufferings could emerge from the very system that has produced them, or from its corrupt guardians. Instead, the solution must come from the Ummah itself through its return to the Shariah Law of its Lord (swt). In it lies the complete remedy and the healing balm for all these hardships, for it is a cure from the Creator of the universe, mankind, and life.

Therefore, we renew our call to you to answer the call of your Lord by implementing His Shariah Law, which He (swt) has made obligatory upon you. Through it alone can you attain a dignified life and be saved from the corruption and greed of capitalism that has produced all these crises.

Allah (swt) says,

[وَضَرَبَ اللَّهُ مَثَلاً قَرْيَةً كَانَتْ آمِنَةً مُّطْمَئِنَّةً يَأْتِيهَا رِزْقُهَا رَغَداً مِّن كُلِّ مَكَانٍ فَكَفَرَتْ بِأَنْعُمِ اللَّهِ فَأَذَاقَهَا اللَّهُ لِبَاسَ الْجُوعِ وَالْخَوْفِ بِمَا كَانُوا يَصْنَعُونَ]

“And Allah sets forth the example of a society which was safe and at ease, receiving its provision in abundance from all directions. But its people met Allah’s favours with ingratitude, so Allah made them taste the clutches of hunger and fear for their misdeeds" [TMQ Surah An-Nahl 112].

We Must Instill in Our Children Hostility Toward the Leaders of Disbelief: America and Britain

The disgraceful alternation between the Kingdom of As-Saud and the United Arab Emirates in serving their masters in Washington and London has become evident for all to see. Therefore, it is incumbent upon the people of Yemen to reject them and their local followers among the administrative and security leadership of the country, whom they lavish with corrupt wealth so that they may serve as a whip over the people.

O our people in Yemen: The effective cure for your suffering and the solution to your problems does not lie in following the rulers from As-Saud, who work in the interests of America, the enemy of Islam and the Muslims. Nor does it lie in supporting the rulers of the UAE, protégés of the British, who colonialized our lands, plundered our wealth, and destroyed our Khilafah (Caliphate).

We must raise our children upon hostility toward the leaders of disbelief: America, Britain, and all those who follow in their footsteps. The only Shariah solution, according to this view, is to replace the capitalist system imposed upon you in all its forms and symbols, remove its agent rulers, and resume the Islamic way of life through the establishment of the Second Khilafah Rashidah (Rightly Guided Caliphate) on the Method of the Prophethood. It is a state that would rule according to what Allah (swt) has revealed, manage the affairs of the people in a manner pleasing to Allah (swt), and carry the Risaalah message of Islam to the world, so that the wealth of the Ummah may once again benefit its own people rather than the disbelieving colonialist.

It is this Khilafah State that Hizb ut Tahrir works to establish. The Hizb states that it has prepared for it by developing a cadre of future statesmen and a constitution ready for implementation, regulating all aspects of life and derived from the Noble Quran and the Prophetic Sunnah. Therefore, we call upon you to work with us for the establishment of this great Shariah obligation.
