Has the Call to Islam and its Implementation become a Disruption of Public Peace and Tranquility?!
(Translated)

Following a demonstration held by Hizb ut Tahrir / Wilayah Sudan in the courtyard of the Grand Mosque in El Obeid, the capital of North Kordofan State, Ustadh Al-Nadhir Muhammad Hussein, a member of Hizb ut Tahrir, addressed the worshipers after Friday prayers on the 27th of Rajab 1447 AH (January 16, 2026). The demonstration commemorated 105 lunar years since the abolition of the Khilafah (Caliphate), serving as a reminder to the Muslim community of the obligation—indeed, the crown of obligations—to re-establish it and to absolve themselves of this sin. Security forces arrested four members of Hizb ut Tahrir for fulfilling this Shari’ duty, which many, including the government and its agencies, have neglected. These young men were detained in security prisons for three days before being released on Sunday, January 18, 2026.

Then, the security services summoned them again yesterday, Tuesday, January 27, 2026, and filed reports against them at the police station under Article 69 of the Sudanese Penal Code, which stipulates: “Whoever disturbs the public peace, or commits an act intended to, or likely to, disturb the public peace or public tranquility, and this occurs in a public place, shall be punished by imprisonment for a period not exceeding one month, or by a fine, or by flogging not exceeding twenty lashes”!!

Has calling for Islam and its implementation under the Khilafah become a threat to public peace and tranquility? Is it conceivable that any Muslim, regardless of their position, would say or utter such a thing?

We in Hizb ut Tahrir / Wilayah Sudan are accustomed to the unjust arrests and trials by regimes that collaborate with the kafir (disbelieving) colonizer, especially America, in what is called the War on Terror, which is in reality a war on Islam and its propagation. It seems that the actions carried out by Hizb ut Tahrir / Wilayah Sudan in the month of Rajab, the month in which the Khilafah was destroyed, are what disturbed America, so it ordered its agents to act on its behalf in an attempt to silence the voice of truth. They know, or perhaps they do not know, that the truth is clear, falsehood is fleeting, and the Khilafah, which frightens their masters, will return despite their wishes.

The Khilafah is Allah's promise, as He, the Exalted, says:

[وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَىٰ لَهُمْ وَلَيُبَدِّلَنَّهُم مِّن بَعْدِ خَوْفِهِمْ أَمْناً يَعْبُدُونَنِي لَا يُشْرِكُونَ بِي شَيْئاً وَمَن كَفَرَ بَعْدَ ذَٰلِكَ فَأُولَٰئِكَ هُمُ الْفَاسِقُونَ]

Allah has promised those of you who believe and do good that He will certainly make them successors in the land, as He did with those before them; and will surely establish for them their faith which He has chosen for them; and will indeed change their fear into security—˹provided that˺ they worship Me, associating nothing with Me. But whoever disbelieves after this ˹promise˺, it is they who will be the rebellious. [An-Nur 24:55]. And the glad tidings of the beloved Muhammad (saw) that the Khilafah according to the prophetic model will return after the oppressive rule that the Ummah is experiencing today: «ثُمَّ تَكُونُ مُلْكاً جَبْرِيَّةً، فَتَكُونُ مَا شَاءَ اللهُ أَنْ تَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ خِلَافَةٌ عَلَى مِنْهَاجِ النُبُوَّةٍ»“Then it will be a tyrannical monarchy, and it will remain as long as Allah wills it to remain. Then He will remove it when He wills to remove it. Then it will be a Khilafah (Caliphate) based on the method of the Prophethood.”
