The Houthis Have Carried Out New Arrests Targeting Members of Hizb ut Tahrir—Accusing Them of Exposing the Plots of the Disbelievers Against Islam and Muslims!

On the afternoon of Tuesday, October 13, 2026, Houthi security apparatuses in the city of Amran arrested a member of Hizb ut Tahrir, Mohammed Al-Rubu’i, along with his brother, Najeeb, from their workplace. They claimed that the arrests were carried out based on "orders from above." The action taken by Mohammed—which deeply unsettled them—was his distribution of an Answer to Question issued by the Ameer of Hizb ut Tahrir, the eminent scholar Ata Bin Khalil Abu al-Rashtah, on September 27, 2026, titled “The Scope of Military Developments in Yemen” He also shared a press release issued by the Media Office of Hizb ut Tahrir in the Wilayah of Yemen, titled: “O People of Yemen: Your Blood Should Be Shed at the Gates of Bayt al-Maqdis to Fight the Jews, Not for You to Kill One Another... Where Are the Sensible People?!” The Answer to the Question shed light on the international struggle over Yemen, concluding with the following: “Thus, we see the Anglo-American conflict raging in Yemen, but waged through regional and local proxies. Its people are the fuel for this conflict, suffering immensely for decades. These proxies care little for the people, prioritizing their own self-interest. Therefore, Yemen's salvation lies only in eliminating these instruments that enable the warring colonial powers to maintain their presence and extend their influence. This can only be achieved through the establishment of the Khilafah Rashidah (rightly guided Caliphate) on the method of the Prophethood, promised by Allah (swt):

[وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنْكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ] “Allah has promised those of you who believe and do good that He will certainly make them successors in the land” [TMQ An-Nur: 55]. And was the glad-tiding of Allah’s Messenger (saw):

«ثُمَّ تَكُونُ خِلَافَةٌ عَلَى مِنْهَاجِ النُّبُوَّةِ» “Then there will a Khilafah on the method of Prophethood.” (Narrated by Ahmad, Al-Tayalisi, and Al-Bazzar). Therefore, we call upon the people of Yemen, whom the Messenger of Allah (saw) praised by saying: «الْإِيمَانُ يَمَانٍ هَا هُنَا» “Belief is Yemenite, it is here” (Narrated by Al-Bukhari). And his saying (saw): «الْفِقْهُ يَمَانٍ وَالْحِكْمَةُ يَمَانِيَةٌ» “The understanding (of the faith) is that of the Yemenites and wisdom is that of the Yemenites.” (Narrated by Al-Bukhari and Muslim). We call upon them to support us in Hizb ut Tahrir so that we may all work together to fulfill the promise of Allah, Al Qawi Al Aziz, and the glad tiding of His Messenger (saw), so that we may be victorious in both worlds, and that is the great victory.”

This arrest constitutes a grave offense and a profound injustice against the dawah carriers—the Shabab (members) of Hizb ut Tahrir. It also violates the very man-made laws that these authorities themselves uphold; there is no charge to warrant questioning or prosecution, nor any legal authorization for detention or imprisonment. Yet, this has become a habitual practice of regimes built on oppression and tyranny. We remind the Houthis that, not long ago, they themselves complained of such treatment at the hands of those who held power before them. They, too, suffered from arbitrary arrests, languishing in prisons for days and months on end. We do not call for the application of man-made laws, but rather for the rule of Islam—under which a Muslim is presumed innocent. This serves as a clear indication to the Ummah that the true role assigned to the current rulers in Muslim lands is not to establish the Sharia of Allah or to strive for the unification of the Ummah under a single state that brings its people together.

Although the Houthis call themselves "Ansar Allah" and claim to follow a "Quranic path"—and have even launched missile attacks against the Jewish entity, boasting about them extensively (despite the fact that these attacks neither eliminated the entity nor halted its crimes)—and although they profess a desire to fight the Jewish entity that has usurped Palestine, they have nonetheless categorized our brother, Mohammed Al-Rubu’i, as an "instigator" against them. The sole reason for this is that he exposed the schemes of the Western colonial powers—the very powers that planted the Jewish entity, protect it, and harbor hostility toward Islam and Muslims. These powers work tirelessly to divert Muslim armies from fulfilling their true role: fighting the entity and uprooting it from the Blessed Land. Instead, they ensure that the energies of Muslim armies are squandered on internal conflict—which weakens the Ummah and deepens the rifts among its people. This is to say nothing of the regimes that have normalized relations with this abhorrent entity, or those currently moving toward such normalization. At "best," some turn to the disbelieving (kafir) West for arbitration, finding themselves bound by the terms set at negotiating tables controlled by the West itself. How, then, can you—the Houthis—claim that exposing the schemes of these colonial powers to the people of Yemen constitutes "incitement" against you?!

In the statement we issued, titled “O People of Yemen: Your Blood Should Be Shed at the Gates of Bayt al-Maqdis to Fight the Jews, Not for You to Kill One Another” we clarified the Islamic legal ruling (hukm shar’i) that forbids fighting among Muslims. We called for an end to the bloodshed on the various fronts, addressing our appeal to the wise among the people of faith! Hizb ut Tahrir’s advocacy for halting the infighting in Yemen did not begin in 2014; rather, it dates back to the "six wars" waged by the former regime’s army against the Houthis in Saada—with the aim of preserving that blood to be shed, instead, at the gates of Bayt al-Maqdis. How could it be otherwise, when Allah (swt) has said:

[فَإِذَا جَاء وَعْدُ الآخِرَةِ لِيَسُوؤُواْ وُجُوهَكُمْ وَلِيَدْخُلُواْ الْمَسْجِدَ كَمَا دَخَلُوهُ أَوَّلَ مَرَّةٍ وَلِيُتَبِّرُواْ مَا عَلَوْاْ تَتْبِيراً]

“And when the second warning would come to pass, your enemies would ˹be left to˺ totally disgrace you and enter that place of worship as they entered it the first time, and utterly destroy whatever would fall into their hands” [TMQ Al-Isra 17:7]. And the Messenger of Allah (saw) said:

«لاَ تَقُومُ السَّاعَةُ حَتَّى يُقَاتِلَ المُسْلِمُونَ اليَهُودَ، حَتَّى يَخْتَبِئَ اليَهُودِيُّ مِنْ وَرَاءِ الحَجَرِ وَالشَّجَرِ، فَيَقُولُ الحَجَرُ وَالشَّجَرِ: يَا مُسْلِمُ هَذَا يَهُودِيٌّ خَلْفِي تَعَالَ فَاقْتُلْهُ؛ إِلَّا الغَرْقَدَ فَإِنَّهُ مِنْ شَجَرِ اليَهُودِ»

"The last hour will not come before the Muslims fight the Jews and the Muslims kill them, so that Jews will hide behind stones and trees and the stone and the tree will say, 'O Muslim, O servant of God, there is a Jew behind me; come and kill him.' The only exception will be the box-thorn, for it is one of the trees of the Jews.” (Agreed upon). Do the Houthis consider the presentation of Shari’ evidence to be an act of incitement against them?! If so—by Allah—that is a catastrophe!

Where are the rational voices within the Houthi group?! How can you proclaim hostility toward the "infidel West" while simultaneously arresting those who actively fight against the infidels and their capitalist ideology—those who work to sweep that system away and restore an Islamic way of life?! Are the slogans you propagate merely a means to mislead people and secure their allegiance?

[يَا أَيُّهَا الَّذِينَ آمَنُوا لِمَ تَقُولُونَ مَا لَا تَفْعَلُونَ * كَبُرَ‌ مَقْتاً عِندَ اللَّهِ أَن تَقُولُوا مَا لَا تَفْعَلُونَ] “O believers! Why do you say what you do not do? How despicable it is in the sight of Allah that you say what you do not do!” [TMQ As-Saf 61:2-3] Our enemy is the disbelieving West and the man-made regimes that govern Muslim lands today. Do you not realize that by arresting the members of the party, you have placed yourselves on the side of the disbelievers in their war against those who strive to implement Islam? Do you truly believe that you are implementing Islam? Come to your senses, listen to what Hizb ut Tahrir has to say, and do not let false pride lead you further into sin.

The members of Hizb ut Tahrir are not intimidated by prisons; rather, such experiences only serve to make them ever stronger. Since 1953, the party has pressed steadily forward. The actions taken against its members by the colonialist infidels—and their agents among the rulers of the Muslims—have failed to halt its progress. On the contrary, its call has come to haunt the sleep of the infidels in Washington, London, and all those who follow in their misguided path.

We reiterate our call to the people of Yemen in general, and to the tribes of Yemen in particular—those whom the Messenger of Allah (saw) described as the "people of faith"—to fear no one’s reproach when it comes to Allah. We urge them to emulate their predecessors, the “Ansar” in Medina—such as As’ad ibn Zurarah, Usayd ibn Hudayr, Sa’d ibn Mu’adh, and Sa’d ibn ‘Ubadah—by supporting Islam and the Muslims through earnest work alongside Hizb ut Tahrir. Hizb ut Tahrir is a sincere guide that never misleads its own people, striving to establish the second righteous Khilafah Rashidah (rightly guided Caliphate), in fulfillment of the promise of Allah (swt) who says: [إِنَّا لَنَنصُرُ رُسُلَنَا وَالَّذِينَ آمَنُوا فِي الْحَيَاةِ الدُّنْيَا وَيَوْمَ يَقُومُ الْأَشْهَادُ] “We certainly help Our messengers and the believers, ˹both˺ in this worldly life and on the Day the witnesses will stand forth ˹for testimony˺” [TMQ Ghafir 40:51]. And the glad tidings from the Prophet (saw), who said: «ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ» “Then there will be a Khilafah (Caliphate) following the prophetic methodology.” To uproot the monstrous entity from the Blessed Land—the land of the Isra and Mi'raj (the Night Journey and Ascension).

[يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا لِلَّهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكم]

“O believers! Respond to Allah and His Messenger when he calls you to that which gives you life” [Al-Anfal 8:24].
