Answer to the Question: Is the work to establish the Islamic State limited to the Arab countries only?

Can it be understood from these texts that the target countries we work in to establish the Khilafah "Caliphate" are the Arab countries only, and that the work in rest of the non-Arab countries is for the purpose of carrying the Dawah and not for the establishment of the Islamic State there? Answer to Question Khaleefah's Right to Remove the Assistant (Mu'aawin)

It is mentioned in the Introduction to the Constitution Part One, Article 36d: in the explanation that the Khaleefah has the right to remove the assistant (Mu'aawin) proven by analogy (Qyias) to the one given proxy unless there is a narrated text which prohibits removing him in special circumstances.
