A Ramadan Evening Seminar
"International Treaties—The Treaty of Hudaybiyyah as an Example"
The Central Communications Committee of Hizb ut Tahrir in Wilayah Tunisia organized a Ramadan evening seminar titled "International Treaties—The Treaty of Hudaybiyyah as an Example." The event was held on Sunday, March 8, 2026, at 4:00 PM (Tunis time) at the Conference Center in the capital, Tunis. The evening commenced with a beautiful recitation of verses from the Holy Quran. Subsequently, Ustaadh Abdul Raouf Al-Amri delivered a speech in which he began by explaining that the politics and administration of public affairs in the Muslim lands are no longer governed by Islamic Sharia rulings. He noted that the Muslim Ummah is currently subject to the hegemony and control of a different principle—one distinct from the Islamic principle that emanates from its own Aqeedah (creed). He further asserted that every single country within the Muslim world regulates its international relations strictly in accordance with the interests dictated by external powers. He then addressed the shifts that have occurred within the international order, noting that neither the Security Council, the United Nations, nor the concept of human rights carries any real weight or authority anymore. Instead, he argued, the United States today seeks to subsume other global powers—such as China, Russia, and the European Union—within the framework of its own policies in order to consolidate its global dominance. He emphasized that the rulers of the Muslim lands possess neither an independent opinion, nor a stance, nor any decision-making power within this geopolitical equation. A prime example of this, he noted, is the "Palestine issue," which President Trump has effectively placed upon his own desk—issuing rulings and decrees while everyone else remains subservient to his commands. Furthermore, he clarified that all agreements—whether overt or covert—concluded by Muslim rulers within the "cages of Sykes-Picot" (i.e., the nation-state system) with major global powers serve solely to subjugate the Ummah and impose the hegemony of the colonialist disbeliever upon it. Even more perilously, he warned, the Muslim lands risk becoming a strategic reservoir for the US —a resource pool where every element of power—including natural wealth, military garrisons, bases, ports, airports, and other assets—is harnessed to serve American foreign policy objectives.
In his conclusion, he asserted that any agreements forged between Muslims and non-Muslims must be strictly governed by Islamic Sharia rulings derived from the Book of Allah and the Sunnah of His Messenger. He cited, as a pertinent example, the Treaty of Hudaybiyyah—the very theme of the evening’s event—an international treaty concluded in the sixth year of the Hijra between the Islamic State, under the leadership of the Messenger of Allah (peace and blessings be upon him), and its counterparts. ...and the disbelievers of Quraysh—the terms of which did not contravene Islamic legal rulings, and whose long-term consequences ultimately served the interests of Islam and the Muslims. Examples include Quraysh’s recognition of the nascent Islamic state—which subsequently enabled it to contend with the great powers—as well as the victories Allah granted the Muslims, such as the Conquest of Mecca, the defeat of the Jewish entities present in the Arabian Peninsula, and other triumphs achieved by the Muslims.
Thus, by placing the treaties currently concluded between Muslims and disbelievers upon the scale of Islamic law, we find them to be invalid treaties that must be annulled and repudiated. Yet, this cannot be achieved except through an Imam who unites the Muslims—one to whom the Pledge of Allegiance (Bay'ah) is rendered, and who restores the Islamic Ummah to its leading position as "the best nation produced for mankind."
