Receiving the Commander of the U.S. Sixth Fleet in Tunisia: Allegiance to America, the Enemy of Islam and the Muslims
(Translated)

In a scene that is repeated without awareness of the magnitude of the calamity, the Minister of National Defense, on Wednesday, 16 September 2026, received Admiral Jeffrey Anderson, Commander of the U.S. Sixth Fleet, on the sidelines of the Phoenix Express 2026 exercise, which was hosted by the Tunisian coasts with the participation of forces from 13 countries under the supervision of the U.S. Africa Command (AFRICOM).

And we, in Hizb ut Tahrir / Wilayah Tunisia:

• We strongly warn against the consequences of continuing to deal with this American military expansion as a “partnership” or “friendship,” while the facts reveal deeper strategic intentions than merely joint training.

Since the signing of the Major Non-NATO Ally (MNNA) agreement in 2015, the pace of America’s presence in Tunisia has increased: from repeated training programs, to opening a tender to expand a military facility in the city of Bizerte known as the “Maritime Center of Excellence,” which includes a harbor for warships and a landing pad for helicopters.

• We also warn against gradually turning Tunisia into a rear base for AFRICOM activities in North Africa and the Mediterranean, under the cover of combating terrorism and irregular migration.

And we renew the warning and reminder: that dedicating part of Tunisia’s land to America and concluding military and security agreements with it is, in its simplest form, cooperation with an enemy whom Allah has forbidden showing allegiance to or seeking assistance from. The Messenger of Allah (saw) said: «فَإِنَّا لَا نَسْتَعِينُ بِالْمُشْرِكِينَ عَلَى الْمُشْرِكِينَ» “Indeed, we do not seek the help of the polytheists against the polytheists.” And beyond that, it has given the kuffar (disbelievers) a way over us, which is also something Allah (swt) has forbidden, as He said: [وَلَن يَجْعَلَ اللّهُ لِلْكَافِرِينَ عَلَى الْمُؤْمِنِينَ سَبِيلاً]“And never will Allah give the disbelievers over the believers a way.” [An-Nisa:141].

O People of Tunisia: Indeed, military cooperation with America and the West in general, and dedicating the lands of the Muslims to its armies, maneuvers, and military adventures, has brought nothing to the Ummah except destruction and devastation. And what is happening to the Gulf States and Jordan in America’s war against Iran is the best witness to that. And what is obligatory upon you according to the Shariah is to work to cancel these agreements and end the American and foreign military presence in our lands, so that Tunisia may become a base for the Khilafah Rashidah (Rightly Guided Caliphate) State and a starting point for the liberation of Palestine and the captive Al-Aqsa Mosque, in confirmation of His (swt) saying:

[الَّذِينَ إِن مَّكَّنَّاهُمْ فِي الْأَرْضِ أَقَامُوا الصَّلَاةَ وَآتَوُا الزَّكَاةَ وَأَمَرُوا بِالْمَعْرُوفِ وَنَهَوْا عَنِ الْمُنكَرِ وَلِلَّهِ عَاقِبَةُ الْأُمُورِ] “Those who, if We give them authority in the land, establish prayer and give zakah and enjoin what is right and forbid what is wrong. And to Allah belongs the outcome of [all] matters.” [Al-Hajj:41].
